First off, I'd like to invite the entire Google tech team to a hearty fuckoffintothesun brunch.

Next, I'd love some help from folks who may have experienced this before.

I cant purchase a thing. I've tried literally everything the God damn thing suggests. Changing every password so it's unique (including compromised ones). Removing old devices. 2FA enabled. What in the flying fuck is causing this issue and why can't I just contact a legitimate Google support team member to help me fix it instead of being forced to bother the community?

Thanks for posting in Google help forums,
For In app purchases,
You should need a matching in your current IP address Location and Google Play Store country Location and your payment profile currency status  in Google Play Account and Google Account country,
You should also meet age requirement for some Google Services, for example  Install specific Apps, Google payments, watching restricted videos etc,
Open the link for more assistance and information about age requirement,
Next,
Disconnect  from WiFi and connect to Mobile Data internet,
Open Google Play Store and Check Play Store country Location,

Next, open the link and Check IP address Location,


Next ,open the link and Check Google Play currency,

Open the link and confirm your Google Account country or change,

Still problem persists,
Clear data in Google play store and  allow Mobile Data,
Clear Data in download manager and allow Mobile Data,
Clear data in Google Play Services and allow Mobile Data,
Next,Select Account for backup Data,
Check Sync settings,
Check Location Settings for Google Play Store and Play Services,
When you want to add Fund to Google Play Store,
Open the link and follow the instructions to avoid gift card errors,
Restart Device,
(Pictures, settings, and paths might differ from Android phone / versions/ models/ manufacturers).

Yeah. Followed all the steps. I am not on wifi. But still getting the same error. At this point I just think Google doesn't want to take money. Tried to submit a ticket to them and can't get a chat or anything

Several of these links don't show what you describe. 

Others should note, you can only change your Country once per year

Turns out disabling the wifi did the trick. Absolutely ridiculous as I was able to purchase on the same network earlier.
