Hi Salik showkat, take a look here, this should help with issues you may have with downloading and installing apps. If none of the suggested steps work, click the contact us at the bottom of the help center page.
I would certainly reach out to the app developer because there clearly is a problem and they have to fix their app so that it works and downloads correctly. These are system level issues and not necessarily related to Google Play store.
