I have disabled chrome browser on my Android running Pie version 9, and I've installed Android WebView. But Chrome keeps re-activating itself daily and pinging the Google App store for an update. As soon as I deactivate and clear all the data for the Chrome app it asks for updating Android WebView in the app store, which I allow. it then tells me that Chrome and Android WebView has recently been updated.
I have tried a factory re-set and disabled as well as installed all the apps I use. The phone is brand new new, and all the in-built apps that I disable, I disabled on my previous android Smart phone. The same goes for all the apps that I have installed on the new phone, I never experienced a similar issue with that phone. Admitted that it ran Android Oreo, but that should not be an issue. The problem persists, and I have even experienced that it overrides my request of it not using my mobile data for the update to occur. I've searched all over the net for a solution to the issue, but have not found a single answer. I do not care for the Chrome browser to be active on my phone.
Update 20190823:
I have now noticed that the enabling of the browser only occurs at certain time intervals and only when I am signed into the Google Play App store. If I am not signed in, I can go days without Chrome re-enabling itself. As soon as I allow myself to be signed in over night the app enables itself. Why does that app and the store not respect my choice of disabling the app?

Thank YOU!     Google is slowing my system and clogging up daily if I want to switch to "CHROM" which always !!! destroys Computer!
    How can one "STOP" the insane redundent , never-ending request to switch after 10k  of  "NO'S"

I also suffer from the same issue on my Galaxy S10. I want to disable both Chrome and YouTube and only use the excellent Samsung Internet browser since it's the only way to get rid of annoying ads. Both apps are re-enabled without my consent almost everyday, and I keep re-disabling them in an endless Tom & Jerry episode.

I noticed that what triggers the re-enabling these apps is related to languages. I caught a transient, hidden notification from Download Manager saying "Downloading languages for Chrome". After this message, the Chrome app is re-enabled and then the Google Play Store sense it and automatically update it to the latest version while disabling the WebView app.

I used to have extra languages as system languages, but I removed all of them from the "General Settings" and I only have English/UK on my phone now, but the problem persist. It still tried to download some unknown languages for Chrome and YouTube which will re-enable them again.

Even i am facing the same issue. Just bought a new Samsung device and trying hard to disable the chrome browser and youtube but in vain. they reinstall and restart? can anyone help?

Same thing is happening to me as of today. Every time I disable chrome, it's back again within an hour. Did anyone find a solution?

I had the same issue, and found a solution that may work for you guys. When you go into settings to disable the app, only disable it.  When it asks to replace the app with the factory version, press cancel. It should now stay disabled, however you will still have the same amount of storage taken by that app. It just will not appear on the home screen.
