Aside from the one-time US$ 25 developer registration fee, there is no cost to launch an app on the Play Store. If you do not yet have a Play developer account, you will have to create one. You can check the information at https://support.google.com/googleplay/android-developer/answer/6112435.
If you already have a developer account, you can follow the steps at https://support.google.com/googleplay/android-developer/answer/9859152 to publish your app
