The user's input may influence actions and/or the character can actively choose to use drugs and/or control the drug use. For example, the user can choose whether or not to light a joint or bong or control the amount of the drug to consume. A character simply touching, running into or past a depiction of a drug in an app would typically not satisfy this criteria.
