Locked out and can't reset pixel watch

1. Restart the watch. tap quickly on the top left and bottom right of the face when the white G label appears. This will open up the reset menu.
2. Use the scroll button to select the reset option.
This is where things got screwy until you do the below.
Once you get to the prompt that says "No Command". Do this.
Push in the bezel knob and simultaneously swipe up on the screen (while holding it). This will open up the debug screen. After that (you can let go of the bezel knob) and swipe down to the Factory Reset option. If I remember correctly you simply swipe up to "reboot" and it will work. Hope that helps.

Just want to make sure, are you following the steps explained in the following article? You said that you're not able to access the Pixel Watch app on your phone? Can you explain exactly the issue? Like, what happen if you click on the app? Any error messages?
Reset to factory settings
Important: Google Pixel Watch does not have a physical reset button. Do not insert any items, such as paper clips, into the mic hole on the side of the device as this can damage your watch.
A factory reset will help resolve multiple issues you may encounter in the Google Pixel Watch app including:
- Forgotten pin or passcode
- "Something went wrong" error message
To resolve these issues, factory reset your Google Pixel Watch and then reconnect your Google Pixel Watch with your phone.
Tip: After you reset your watch to factory settings, all apps, settings, and data on your watch are erased.
On your phone- On your phone, open the Google Pixel Watch app .
- Tap System
Reset and unpair watch.
- On Google Pixel Watch, swipe down
tap Settings
.
- Tap System.
- Scroll down and tap Disconnect & reset
Ok
.
Note: If this does not work, reset through your phone's Google Pixel Watch app.
Reconnect your phone and watch with Set up Google Pixel Watch.

I have tried this numerous times.
I am not linked to my Pixel7.

I paired the watch to my pixel 6 and did not unpair it before returning it. I then forgot my unlock pattern so now I cannot pair it to my new pixel 7.
