Is it bad for your Ads to start a new Google Ads account?

Hi! 
I've just been handed a project where the company in question went bankrupt and got bought up. When this happened all of the Google accounts were terminated, and new ones has been started. The people in the company feel that their new Google Ads-account (and campaigns) aren't giving them the same ROI as before, even though they're using the same website and campaign/keywords. Is historical data important for your ads?

You are certainly welcome.
 
It takes the system roughly 30 days to reach a steady state... and then the optimization process should be ongoing by whoever manages the account for the duration of life. If the campaigns are left on their own they may never reach their full potential. Looking over the Search Term report so you can add bad phrases as negative keywords and add great ones as keywords... looking over the ads and testing different versions... adjusting features and settings, as needed, is all quite important. 
 
Also, you should make sure to have 3-5 ads and 5-15 keywords in each ad group, if applicable... and adding in every possible ad extension will ensure a solid foundation for the system to work from.

Historical metrics are highly important. No two accounts will perform the same... and there is no way possible to recreate the campaigns identically unless you had access to the old account and methodically went through every possible setting and feature. Simply not using the ad extensions would bring about a different outcome of performance. 
 
Further, this point in history is also vastly different from any other point in time so far. Very unique times and regardless to cloning a previous account no one can clone the expired tick on the clock from years past.

Would you say that it's a matter of time to work up a good dataset again, or can we speed up the process by doing a lot of work with tweaking/testing for ourselves? I'm quite new at Google Ads, currently doing the learning packages, but there's firm who is meant to handle this kind of thing for us.

I would be cautious about using the "old" account if they were terminated because of a debt.
Google will collect the debt. Associating the new owner with unpaid charges will automatically result in suspended all accounts.
