Yes you can do a remarketing campaign for dental services, however you should keep in mind that if you specify the landing page which consist of some dental procedures / dental surgeries which violate Google's healthcare policies then this remarketing campaign will not run. This is something I have quite a bit of experience with. You can build a remarketing list, but you have to be very careful about the content of the remarketing ad, and the landing page you send them to.
General dentistry type messages are okay. For example: "accepting new patients," or "is it time for a check up?" would be appropriate ad messages.
Ads and landing pages about specific dental procedures are NOT OKAY. This would include messages about getting dental implants, sedation dentistry, and sleep apnea. These call out to a specific condition which violates the health service guidelines.

it seems for this to work you would want an audiences list of all visitors then have an ad and landing page that does not target a specific procedure, however, every list for dental sites seems to get disabled.

What is the specific reason your remarketing list is disabled for your dental site? Can you share the site in question?
As @shubham kaushik already antioned you can remarket only general dental practice. Any reference to specific procedures (e.g dental surgery or implants ) is not allowed, and the remarketing list and the camapign will be disabled.

The reason the list keeps getting disabled is always vague "Disabled due to policy violation" so i am unable to even create a remarketing campaign because the list always get disabled
Just an example https://www.oakmontfamilydental.com
and the landing pages could be
https://www.oakmontfamilydental.com/eugene-dentist-in-the-news/
or
https://www.oakmontfamilydental.com/whitening-for-life-program/ (NOT A DENTAL PROCEDURE)
