Fraud Customer constantly crawls our products, adds an item to a cart, goes to check out and creates an account variant of "John Smith" -johnsmithus17@gmail.com from the address was mountain view CA 94043 United States please check and block from this address and this name as soon as possible because when she was click on my product from google shopping,click cost deducted and when whe some research found this is boat so please check and let me know how you can block this name for your end for your reference please  find checkout snapshot,

But We can't find IP address because this are boat and in  all checkout we found the address location was same address  1600 Amphitheatre Parkway mountain view CA 94043 United States so if possible please block from this address location.

If an ad was clicked by Google, it would be during an account audit. There cost is credited back to the account

We cannot see that.  It's YOUR server.  You need to ask your web hosting company on how to get access to your server logs.  There is a timestamp in them for every action with the IP that performed them.  Match up the timestamps with the order data in your shopping cart platform, then ban.  This going outside the scope of what this forum is for.  Google can't control what some spammer puts as their address.  Ask your web hosting company for help, they are who have the information you seek.

Google and google ads have nothing to do with your server.  If you have problem with bots creating a cart then you should create a CAPCHA check to make sure the "thing" on the other end is a person. This has zero to do with google.  Go talk to your web developers.

The address is the address of Google. Mostly likely it is someone from Google making test purchases, primarily to check shipping rates are accurate.
 
You will not be charged for any clicks.
 
In the unusual event that someone is clicking on your ads for fun, and using Google's address, then blocking their IP address is the solution.

We had the same problem on our sites with a John Smith Abandoned checkouts. There are tools out there you can use to find IP Addresses, I use ( Visitors by NS8 ) to get the IP's But there are lots of others you can use. Then i use tools like reverse-ip-lookup or trace rout To see if the IP is legit or not. 
We found on our sites the IP address range John Smith was using was registered to Google. I still have some questions as to why the excessive Abandoned checkouts but at least i know its not some hacker hitting my site. Hope this helps a little.
