Unknown advertiser which looked like a search engine, is bidding our brand keywords. Any solution?

There are several advertisers looks like some kind of search engine, which is bidding our brand SEM keywords. 
We could also see their SEM ads showing on the search result page of our keywords. Their ad will redirect to their page, and showing their search result page, with the keyword we have search.

This kind of advertiser including Izito, Zapmeta, Seekweb, Visymo, Top10quest.

They also had certain impr. share in the Auction Insight, usually ranged 25%- <10%, sometime even higher than our direct competitors.

Is there any way to solve this situation?

FYI, I search their names, and seems they are related to some kind of browser hijacker, and some people have similar concern on them as well.

Some extra thoughts...
 
Such arbitrage sites are against Google Ads policy, although I think a few old sites were grandfathered in when the policy began. 
 
Google won't stop anyone bidding on your keyword. If you have a trademark you can stop them saying it in the ad copy.
 
Test to see if their ads come up for your brand. It could be for words similar to your brand... just like the Search Terms report might have searches that are different from your actual keywords.

I doubt that all of them are targeting your brand keywords deliberately. I think that their targeting is just very broad to capture as much traffic as possible.

Yes, would like to know can we prevent them from bidding our keywords. Thanks!
I have tried issued a case in Ad Report earlier, but seems no help on this case.
And we have concern about this for several weeks already.

I have that as with clients;  These are aggregators or business directories and the business model is legit;
Use their brad name as keywords, as well, and bid against them;

About the keyword type, this account (with the auction insight in the image) is only bidding exact match on our brand name keywords, without any broad keywords running. That's why we really concern about this situation.
While we are still waiting feedback on the Trademark Registration, just hope to find some way to stabilize our account.

Google often shows ads for someone else's brand if you use generic keyword.
 
But if their landing page uses your brand, it is deliberate.
 
How do they make money? Does their ads end up benefiting your business indirectly? 

If you have an affiliate program, they can be removed.

Of course we will request to remove them if they are Affiliate partner, but NO, they aren't.
When try clicking on their ad, it don't even show things related to our landing page.
The first grey box is a competitor's ad, followed by ads directly to other of their site (e.g. Visymo), and the page result is similar.

If I go to Visymo and search for "Apple" I see ads and the first, with nonsensical ad copy is from ZapMeta and if I click on that I see ads, including one for Visymo... 
 
Looks like some kind of circular CPC scam from Search Partners, and it is hard to see how anyone wins.
 
I'm not sure if they know how arbitrage works, it kinda needs a real advertiser to profit from...
