Has anyone had any trouble with getting a complaint resolved?

Has anyone else had any problems with getting a complaint resolved?  We filed a complaint a month ago on a google adwords specialist who we had a meeting with and gave access to our account to later find out 3 months later that he didn't do anything at all optimizing our account but were still getting charged for the service.  It very frustrating because there doesn't seem a way to make anyone aware of a matter.

Was this Google Ads specialist employed by Google?
 
When you say that you were charged for the service do you mean that you paid this specialist separately from the cost of the media that was purchased on Google Ads? If so, can you outline the high-level terms of the agreement?

Hello, yes he works for google and no we did not pay him separately.  When I say service I am talking about the monthly adwords budget we set for the campaign on the our account to let him work on. 

"Hi Ivan,

As per our conversation this morning, this is the authorization form needed for me to implement some changes into your account. If you have any questions, please let me know.

I authorize Google to perform the following task in Account Customer ID: 

-Implement Conversion Tracking
-Implement Call-Only Ads
-Record Calls as Conversions
-Implement Callout Extensions
-Implement Structured Snippets
-Implement Call Extensions

Please respond "Yes I Approve" to grant me authorization to make these changes."

OK, were you already paying for Google Ads before you began dealing with the specialist? I'm trying to understand what you mean by "still getting charged for the service".
 
Every one of the changes in the list are verifiable. Are you saying that the specialist did not implement any of those changes?

Yes we've had adwords already in place before getting in touch with the specialist and correct he did not implement anything.

A side note: Google does not disclose the results of complaints about its employees.  This is kept internally.
 
Also, Google does not refund clicks accrued. In Google's perspective, the client is responsible to monitor the performances of the campaign, even if managed by a 3rd party or someone else.
You could argue about / disagree with this approach, yet this is how Google sees campaign management.  (It is also on the terms of service)
