How do I get Google Ads account representatives to stop calling my business lines and sending me emails? If I need their assistance I will contact them. There must be a way to stop their calling which borders on harassment.

This discussion is regarding settings and issues with a Google Ads account... yet the description you provide refers to settings for a web browser.
If you are a Google Ads account holder the information discussed in this help thread pertains to it... or is completely useless... depending on the experience. lol
If you are not a Google Ads account holder and you are looking to adjust your Google account (not Google Ads account) settings... Please use this information to learn more.
Please know that Google does not make harassing phone calls only to offer a cost to end them. Those are outright scams by fraudulent companies using the Google name. Do not trust random people that contact you via phone, email, text, mail, or in person. It is best to block all unwanted phone calls with regards to scams.
Getting back to the issue this thread discusses, I have raised a formal complaint with the Google Ads team (not general support) and will be discussing it again very soon in person at the Google Headquarters. I do not believe it should be happening and I hope to cause a change for the better for those being troubled. I am not a Google employee and so the results will vary.

It is likely that these phone calls are not coming from Google Ads at all. Scammers and aggressive companies play trickery with slick words and fast-talking nonsense in the hopes someone will turn over their accounts to them. And oftentimes, the same scam company will keep calling until you get stern with them and ask for their full name, agency name, phone number and strongly use the words "are you Google or someone that represents Google?" Ask them to send you info to your email address on file with Google (don't give them a new one) or from their google.com email address - not a Gmail email address. Only Google employees can have a google.com email address.
Google does not harass or pester anyone with any of their products. They are a well-behaved company with regards to a users wishes. They gain nothing by aggravating or upsetting you... but those fake/scammers do!
If the calls are genuine, one way to decrease it is by going over the "tool" icon on the top right corner of Ads and then on "Preferences". Select "Notifications" on the top of the page and turn off the options: "Customized help and performance suggestions", "Google market research" and "Special offers".
Kind Regards,
James

This "recommended answer" couldn't possibly be more untrue. Google ads reps harass and call me all the time, and yes they really are Google ads reps not scammers or fakes. They are relentless, calling some days at 5:00am, and not once but twice and sometimes even a third time to make sure I'm thoroughly annoyed. Followed by an onslaught of email telling me they have been trying to contact me but must have missed me and I should schedule a consult. And it's not like I'm the only one, there are countless threads on the internet of people complaining about the exact same thing.
I have tried again and again to stop this but to no avail.
It would be one thing if the calls were helpful but they are not. They are just salespeople in another country trying to get ad users to use features they don't need or want which drive up ad costs. And recommending changes that would have absolutely no positive effect for the business I am advertising.

Hi, I 100% agree and will be following this thread to see if there is a way to get them to stop the onslaught of calls daily. I run multiple accounts and I get a different rep for every single account. Then they tell me to do the exact same thing every single time raise my budget. I don't need or want to raise the budget if I feel the need to raise it I will go in there and raise the budget myself. They are very annoying and not helpful in any way. Google Ads should just be a hotline for questions if the advertiser needs advice or help.

As a manager for 22 Google Ads client accounts, I have also been receiving multiple (sometimes 4 or 5 a day) calls and emails from Google strategists wanting to set up meetings to review my client's ad assets. I was spending more time on the phone with Google than doing my work. Finally my boss intervened and said to stop responding to the calls. Yesterday, I did as the above poster (James Clemens) suggested and set all my account Preferences to OFF for "Customized help and performance suggestions:"

All of my notifications settings are and have been set to OFF. In my case, it has done nothing to stop the daily rapid fire of 2-3 calls followed by an aggressively pushy email from my Google ad rep du jour. I used to accept the calls and would request that my name be removed from their call list. I quit picking up when I realized the calls were never going to stop.
I've been dealing with this for a least a year. Calls to my company are routed through our call center. So, not only are these people bullying me, but they're also bullying the poor customer service rep who has the misfortune of taking the call. It crossed the line from annoying to harassment a long, long time ago.

Forgot to mention that I've also reported these calls multiple times using the link the recommended answer. That nets exactly the same result as asking the callers to stop. i.e. it does nothing.

This month the calls have been extremely aggressive, and I just came here to see if there were any new updates. Like others, I manage multiple accounts and am tired of receiving multiple calls and emails. I have even asked that I no longer be contacted, yet nothing seems to be effective, and at this point, all I can do is ignore them..'

I am the owner of an advertising agency that has handled accounts with Google Ads (AdWords) since 2002. And I am the author of the recommended answer, which is correct and consistent with what works for thousands of account holders, including ours. My replies are carefully created to provide actual help to actual issues and I do care about your user experience and overall success online.
With that said, I certainly believe each of you that are having unwanted calls and I would like to better understand your unique situation.
1. Are you the owner of the accounts or a manger?
2. Did you create the accounts or take them over from the owner?
3. Are you the only admin on the account?
4. Are you or do you work for a badged Google Partner?
If you can please answer those questions I can attempt to dig in to find a pattern and a solution. Being harassed is not the goal of Google Ads and a terrible user experience for each of you.
Also, have any of you submitted feedback (upper right hand corner/?/feedback) from within each of the individual Google Ads accounts being targeted? Even if you have before, can you do this again? Please write out something complaining about the constant harassment and then copy & paste it into the feedback for each of your accounts. This will bypass the support teams and reach a different department that can investigate and bring about change.

1. The National Do Not Call list applies to Mobile numbers. I think that for many of us, Google is calling our Mobile numbers. BUT If you are a current customer, then they are allowed to call you. BUT BUT if you ask them to not call you, then they have to stop.
2. The Google reps who call me also sometimes email me. They have google.com email addresses. I'm not sure if they are Google employees or if they are contractors. So far, 3 different people have emailed me, and their signatures are as follows: (a) "Account Strategist on behalf of Google / Google Customer Solutions," (b) "Google Implementation Team," and (c) "Google Ads (Subject Matter Expert)."
I've given up being civil with them. Now, I just yell at the top of my lungs and verbally berate them. I basically repeat "YOU TOLD ME THAT YOU WILL NEVER TO CALL ME AGAIN. WHY ARE YOU CALLING ME?" over and over again. I treat it as good lung exercise.
NOTE: They told me over the phone and over email that they left a note in my account to never call me again, that my account has a DNC (Do Not Contact) status. The last time they called me was March 9. Maybe the DNC is finally working.
