Why does Google support claim they are going to give me a refund yet one month later no refund

In the middle of August I created a support request for Google ads finally on September 1st someone contacted me and said that they would look into it I have not heard from him from that point until mid-november after a long fight with two or three different associates lasting 3 months. I guess I had enough proof that they decided they better give me a refund or at least they said they were going to one month later no refund even pending in my bank account and every time I try to call someone they say they will send me a link finally I contact Google one and I actually get this magical link to post here what do I do because I can't understand why a billion dollar company cannot deposit $108 into a poor man's bank account it blows my mind. Refund my little bit of money and worry about your end and how to process it later.

Welcome to the Google Ads help community. 
 
If you have a refund due from your Google Ads account, what is the stated completion date given by Google Ads? Open Google Ads and go the Billing Section and see. This will help determine if something remains to be done on your end to receive the refund. 
 
Also, please review this account refund info (<--Click it) carefully and use the contact link to send a message to the billing department of Google Ads. 
 
Be sure to change the drop down menu to match your country and then match all of the required steps to the detailed information outlined. Not doing so will prevent or delay the refund.
