Unfair Adavantage

We have recently reported a competitor promoting multiple domains for the same specific keywords.
Despite submitting a formal complaint a few weeks ago, with the requested click-strings and further supporting evidence, we heard nothing back from the policy team or any other team which should deal with such issues??

Furthermore, when contacting the Google Ads support team, their response was:
  • These types of issues are out of their scope, so they cannot provide support to this concern
  • No time frame for any kind of response will be provided

Besides the fact that it's been a poor and disappointing customer service experience so far, we're not quite sure what are the next steps really... if the support team cannot deal with this issue and there isn't any communication channel available with the other team which presumably responsible to review this matter?

This is from my personal experience recently for similar kind of issue. We submitted first complaint 2 weeks back and then another complaint last week.
 
With in 24 hours of each complaint submission, we received the email that the complaint is escalated to another team.
 
I even replied one email asking about any update that case is still open or closed.
 
Today, I received a call from Google support team asking more details over the phone like how we identify and come across these ads. They said they are now further escalating this to another team to look in to more details.
 
I only advice you to raise another complaint with click string and screenshots too showing these ads appear at same time (not the two domain running from same account and only appear one at at time).
 
You can also try replying the first email and ask about any update.

We've already had numerous correspondences with the support team, which were quite confusing, to be honest.
First, they've asked that we would resubmit the form. When we asked why, they replied that in fact, it isn't necessary and that the issue is out of their scope.
Very frustrating and awkward process with no meaningful response so far.

Did you have a different experience with these type of cases? Meaning, an unfair advantage complaint which was responded to and excepted?

They do not reply;
If after submitting several times and a few weeks (they are apparently either overloaded or understaffed)  - no change, this means the complaint was declined/unjustified
