I had 1 account with google and spent about $5,000 , days ago I created a sub-account in the same account, and they both got suspended because of We've detected suspicious payments in your account.

The first account was perfectly fine and nothing wrong with account until I created the sub account.

The same payment method was being used in both accounts and they decided to suspend both.
I appealed and they said that my account still violates their policy.
How can I get back my account and I'm planning to open new websites so I do not want to run with problems like this

only one account per advertiser is the general policy.
 
the one account may be used for many multiple websites or businesses.
 
a manager-account with sub-accounts is typically restricted to an agency,
possibly with a manager-account per agent, who manage other people's
accounts, and for linking to existing accounts of their clients.
 
if the suspension has been appealed and google indicates
that nothing has changed and the policy is still flagged,
then that typically signifies a permanent suspension.
 
if a suspension has been marked permanent by the policy-teams,
then there is usually little else that can be done at that point --
for permanent suspensions, all accounts related to an advertiser
will usually also be suspended, eventually.
 
otherwise, about all that can be done is to make a change, then
ask for another review, by outlining exactly what was changed.

for different websites in google-ads -- use a different campaign per website.
 
for the merchant-center, google typically expects only one website per merchant.
 
otherwise, a merchant like walmart could promote hundreds of different websites.
 
generally, choose the best website with the best traffic and use
only that one site for all products in inventory being promoted.
 
if there is a need for multiple sites, that does not violate google's policies
related to unfair-advantage, etc. -- such as one top-level domain per-country,
then simply request a merchant-center-advanced-account from google, and create
one merchant-center-sub-account per website -- all sub-accounts may funnel all
inventory data into the one linked ad-account and a different shopping-campaign
may then be created per country, per website, per physical store, etc.
 
in most cases however, having multiple sites in the same country, regardless
of a merchant-center-standard-account, or merchant-center-advanced-account,
is grounds for a policy-flag and a more permanent suspension from the program,
at any time.
 
attributes are used to subdivide shopping-campaigns -- not accounts nor feeds.
