Why is the process for CBD and Cannabis advertising so inconsistent and difficult?

I work on behalf of a marketing agency that's started to advertise our services to hemp and CBD companies, and we've had a difficult time getting approvals. Our experience has been very inconsistent - Sometimes our ads are approved and sometimes they aren't, and then support also has differing advice. We've also seen actual Google search ads for cannabis marketing that have clearly been approved even though they mention cannabis and it goes against a lot of the feedback we're getting from support. Has anybody else had similar difficulties, and do you have any advice?

currently, there is no such approval process.
 
yes, the disapproval systems and processes are simply imperfect and inexact.
 
also, not all ads are checked for all policy issues all the time,
some advertisers simply find ways to circumvent the system, etc. --
a keyword, ad, product, landing-page, website, business, account,
or advertiser, may be flagged, at any time.
 
any cbd related substances are currently not allowed by the policies.
 
others who are violating a policy but have not been caught yet, or
who are circumventing the system, intentionally or unintentionally,
may be reported directly to google:

the inconsistent customer-service experiences may also be reported to google:
https://support.google.com/google-ads/contact/aw_complaint

I wonder if this policy has changed within the last couple months...?  I noticed that my Google Home, who used to ignore my requests for any cannabis-related information, will now give me local store/hours/directions/rating information about local cannabis dispensaries, mail-order marijuana seed banks, etc. 

It's seems that Google had a policy change in regards to Google Home/Google Assistant, so it seems reasonable that the restrictions on the Ads might have also been lifted? .
