The Display and Final URLs are optional in the Make multiple changes tool.
If you don't include URLs, then Google Ads Editor will attempt to borrow URLs from existing ads of the same type in the same ad group. If no suitable matches are found, then the new ads are created anyway, with empty URL fields. Until you add the missing URLs, the new ads appear with red error symbols in the data view.
