Eligible locations for activation are different from eligible coverage for use. I can't give you an offical explanation, but Fi uses T-Mobile for activation, so you may find a reason you can't activate if you're not within T-Mobile range.
Note that this is a user-to-user community forum, so you're not talking to Googlers when you post here, just other Fi users.
