    First, please try making a copy of the file and then, if a successful copy is made, download that. You might not be able to download the file due to your file permissions. If you aren't the owner of the file, contact the owner to see if this could be so. If you are the owner of the file, please proceed with the following steps. 
  1. Please run a check on your network connection settings and device software updates. Reload the file.
  2. Sometimes, certain plugins and extensions interfere in the functionality of the Google Drive, disabling plugins and extension (Chrome, Firefox, Internet Explorer, and Safari instructions) may help.
  3. Reset your Chrome settings.
  4. Run Chrome Cleanup Tool, to remove software that may cause Chrome to experience issues.
  5. Restart the device.
  6. Try using a different browser or operating system in addition to an incognito tab. Here's a useful article with information about browsers and operating systems which supports Google Drive.
