I cant type a normal question mark or an apostrophe.

My Chromebook is set up to use the U.S. keyboard but I cannot type an apostrophe or a question mark. No keyboard combinations work. Lots of websites explain how to type the inverted question mark but that is not my problem. When I press shift+ the question mark key I get É. When I press the apostophe key nothing happens. When I press shift+ apostrophe key nothing happens.

I know this will sound wrong, but I went into settings, deleted Canadian French (even though I set it up with US English to begin with), and then added Canadian English and it fixed the problem.

Double-check your Keyboard language in settings.
 
If it is set to US, try logging into your guest account to see if it works there.

It is more likely that you clicked the wrong one. But, it is possible the input was just received wrong or some other weird bug happened. I'm glad you've got it working.
