We are having slow HTTPs page loads (Usually fails the first time after 30+seconds then succeeds, can take minutes) on our Windows 7 machines running Chrome.
Windows 10 machines work fine
Firefox and IE both work fine on the affected machines
If we install the certificate for the website (Default location which is the Other People cert store) it works fine so it looks like the issue is to do with the certificates
This happens to all HTTPs websites that either bypass our proxy server entirely or where the proxy server doesnt do HTTPs inspection (Its mostly finance websites as they detect man in the middle like the proxy is doing)
So it seems like chrome is only having issues when its getting the certificates actually from the websites directly.

David's network problem was resolved as a local WinHTTP proxy config issue in CR953998.

There is a CryptSvc issue with similar symptoms but fails only in Win10, discussed in another Chrome-Admins Enterprise thread here with several other workarounds or fixes.
