Hi. I made a new listing 4 weeks ago and my listing is still pending. no postcard option yet.

Question

I made a listing for a new business 4 weeks ago. Filled in all data. And since then the listing is in review.
The business is already open, the listing is not live yet and I never submitted the request of the verification of sending the postcard nor via phone. I cannot find the option of sending. 
The help of "View business information live on Google" is not leading anywhere as it is not live yet.
