Google Ads Terms & Conditions 2019 update for Manager Accounts in Russia & Ukraine

What you need to do

As an MCC manager, please accept the updated terms and conditions for the clients you manage as you sign in to your clients' accounts.

  • For your clients to continue advertising with Google Ads, you'll need to accept the updated terms on their behalf. If the terms aren't accepted, your clients' campaigns may be paused. To keep your clients' Google Ads services running, we recommend reviewing and accepting the terms within your clients' accounts as soon as possible.
  • If you are an Google Ads API user, you will also need to log directly into the accounts (using the non-API Google Ads interface) to review and accept the updated terms.
  • If you don't have the authority to accept on your clients' behalf, please ask your clients to sign in to their accounts to review and accept the updated terms.
  • You will have 45 days to review and accept the new terms.
  • If you manage multiple accounts that share the same payments profile, accepting the new terms within one of those accounts will accept the terms for the other accounts.

Where to find the new terms and how to accept them

For non-invoicing customers in Russia and Ukraine

When you sign in to your clients' Google Ads accounts, you'll see a red banner alert that prompts you to review and accept the updated terms and conditions.

Keep in mind
  • If the new terms are declined for an account, ad serving will be paused that account.
  • Google can't accept terms on behalf of you or your clients.

For invoicing customers in Russia

  1. An email containing the Master Service Agreement which includes updated Terms and Conditions will be sent to the primary contact of the company.
  2. The customer must print 2 copies and sign them.
  3. Scan one copy and upload it using the Google Ads help contact form (Choose “Other” under "Issue details.")
  4. Attach the appropriate postage, and send both signed copies to Google Russia: Google OOO, 7 Balchug Street, Moscow, 115035, Russia

FAQs & Troubleshooting

1. I don’t see new terms in my account

If you're not seeing the new terms when you sign into a particular account, there's nothing more for you to do right now. Because we're updating the new terms on a rolling basis, your client may be scheduled for a later time. Or the terms may already have been accepted by someone else authorized to act on your client's behalf.

2. I tried to accept the terms, but received an error

Locate the error you received below to learn what to do next:

“You do not have permission to accept these terms and conditions.”

Terms can only be accepted by users with Administrative or Standard access. To find out who is authorized to accept the terms, go to the Account access page and find a user with "Administrative" or "Standard" access.

“This action requires edit access on the payments profile. Check users and their permission levels by visiting the payments setting page or check your email to accept the invite if you have already been added as a payments user with edit permission.”

You can determine who has access by reviewing the list of Payments users in your account:

  1. In your Google Ads account, click the Billing icon Billing Icon.
  2. Click Settings.
  3. At the bottom of the page find the “Payments users” section.
  4. Look for “Admin,” "Edit payments profile," or “Full Access" next to their name.

3. What happens if I don’t accept?

If you decline the new terms, all campaigns in your account will be paused.

What's changed?

Google can’t interpret the new terms for you or provide an analysis of how the previous version (listed below) compares to the new. There are quite a few changes, and as with any legal document, you might consider consulting an attorney if you have legal questions. The new terms include these key updates:

  • More flexibility to notify or inform advertisers via phone calls, text messages and emails.
  • New provisions related to how products and features are tested within Google Ads.
  • New provisions related to the disclosure of technical errors and bugs within Google Ads.
  • New data protection terms related to the EU General Data Protection Regulation (GDPR) and other EU privacy frameworks.
  • Google AdWords is becoming Google Ads (Google Реклама) in the contract and all local documents.

What hasn't changed

Accepting the new terms does not change any of your bids, budgets, credit/invoicing terms, or other campaign settings. As always, you’ll continue to control your settings in the Campaign tab of your account.

What we mean when we say "legally responsible" and "financially responsible"

The “legally responsible” party is the party that previously accepted the Terms and Conditions when the account was originally created. This could be you or it could be your client. The party that is invoiced for the expenditures incurred in the account is “financially responsible” for that account.

If you are an MCC user and your clients previously accepted the Terms in their own accounts (in other words, you didn’t previously accept the Terms for them), then you’re not “legally responsible” for your clients’ accounts. Your clients are. That means you’d need authority from your clients to accept the new Terms on their behalf. By clicking “Accept,” you’re representing to Google that you’ve obtained authority from your clients to accept the new Terms for them.
