Understanding AdWords and AdWords Express country restrictions
Google must comply with sanctions imposed by the United States Office of Foreign Assets Control (OFAC). As a result, AdWords isn't available to advertisers in the following countries or territories:
- North Korea
Recently added regions
If you're based in a location that's recently become subject to OFAC sanctions (for example, Crimea), your AdWords account will be suspended. My Client Centre (MCC) accounts based in embargoed countries or territories will be suspended, and their managed accounts may also be suspended.
If your account is affected by OFAC sanctions, we'll notify you by email when we suspend your account. No grace periods or exceptions are possible.

Account access within embargoed regions
Even if your account is not based in one of the embargoed countries or territories, you could still be affected by the embargo. That's because when you're physically present in an embargoed country or territory, you won't be able to sign in to AdWords. However, you can still access the AdWords Help Centre, Policy Centre and other AdWords websites that don't require signing in.
Refunds for existing accounts
We'll try to provide refunds to affected AdWords account owners with unused prepayment balances to the extent that we're legally allowed. For example, in Crimea, no refunds will be processed after 1 February 2015, as required under US law. If sanctions are lifted in the future, we may be able to issue refunds at that time.
Countries or territories subject to OFAC sanctions are not able to be targeted (and do not appear as targeting exclusions) in AdWords.
If your campaigns target a country or territory that was recently added to the OFAC list (for example, Crimea), those campaigns will stop running. To resume those campaigns, change your location targeting to avoid targeting the embargoed country or territory.

If you're located outside these regions but promote products or services based in the region, you're not eligible to receive customised support or account optimisation.
