While Google may only enforce the six-month rule in a select group of countries/regions, I would suggest it's a good idea for all publishers to wait at least six months before applying for AdSense. The reasons for it are numerous.
First and foremost is that typically brand new sites tend to get very little traffic unless the publisher is very actively marketing on and off line. So, as a rule, waiting that time would really end up losing only very, very little revenue. The benefit of it is possibly saving your account from disabling. Often when new publishers come in they are trying to "market" their site by telling family and friends, hammering on social media, and the like...both tactics are tactics that end up bringing in a lot of low quality traffic, or, even worse, a lot of fraudulent clicks from family and friends trying to "help" you. With so little traffic in the beginning, this increases the percentage of invalid activity and fraud coming from your account, which leads to disabling. Seems a high price to pay in order to earn that few extra cents from AdSense by applying early.
Even if you do not market that way, you will still be getting very, very little truly organic traffic, which is the holy grail of traffic to have for AdSense in terms of honest quality of traffic. Without a lot of organic traffic, the lower quality traffic will be the majority, and end up with the same result that I mentioned earlier.

Lastly, organic search engine placement takes time, it takes effort and it takes content. Six months worth of content is a minimum to start with, and six months worth of search engine indexing is a minimum to start with. Until that time passes you are not really even taken seriously by search engines.
If you are the publisher that thinks they can release 100 high quality posts in a couple weeks and get AdSense, I'd guess you are the kind that is copying, or, rewriting, other site's content, which generally doesn't get approved. You are far better off taking your time, and doing the right way.
Many of us "experts", myself include, suggest even a year of work, I go with the six month as a minimum, because Google enforces it already in some places, but ultimately, the more established your site is, and the more traffic you have, the greater your chances of acceptance, and earnings.
