my free tool website is always denied for AdSense. I am wondering if you can review the site with me

The site has always been disapproved for AdSense. I try everything but this site is disapproved.
Can someone please help fix any issue with this site?

It's a tool site. So it's not suitable for contextual advertising. It doesn't have anywhere near the content requirements. The only text content is brief descriptions of how the tools work.
And since you're even offering tools that Google does NOT like (eg 'article rewriter'!) I don't understand why you think they could possibly be interested in this site.

As @Kukana says, tools are not "content". Neither are these tools original - they're from Code Canyon - so these aren't even of your creation.
It's not realistic to upload a PHP script to a server and expect someone (advertisers) to pay you for it. Especially so when there are thousands upon thousands of these clone sites out there.
