I've set anchor ads to NOT be displayed, but they keep showing up on my website (in the Wordpress menu bar at the top, dropping down over the header of my Wordpress website). How do I turn off these anchor ads?

You can turn anchor ad off/on. Or you can display it at the bottom.

To turn anchor ad off, do the following
* Login to your AdSense Account
* Click on Ads >> Overview
* Click on pencil icon, which you will find at the right bottom after the name of your site.
* Click on Ad Formats (You will find it at the right side panel of the page)
* Turn off the Anchor Ads by clicking on the blue sphered shaped icon
* Click on Apply to the site

That's all.

Actually, I think I've found that it's not an anchor ad - I think it's a "normal" in-page ad, but it's displaying at the top of the page, showing up as part of the Wordpress banner/menu at the top, and displaying over the top of my site's actual header. But Adsense doesn't give me an option to turn off ads at that location (it has 9 locations shown in the locations area, and none of them are between my header and the wordpress banner at the top). How do I turn the ads off in that area? FYI, I have already turned off the anchor ads in the location you've mentioned (as noted in my original question); it just appears that the ad being displayed at the top fits into what I'd have considered to be the anchor ad category.

You can stop showing an in-page ad from any of the location.

Please do the following
  1. Sign in to your AdSense account.
  2. Click Ads  Overview.
  3. In the table of all your sites, click Edit  next to your site.
  4. In the ad settings preview, hover over the ad that you want to remove.
  5. Click Delete .
  6. Click Remove.
  7. Select your reason from the drop-down list. We'll use this information to help improve Auto ads placement suggestions.
  8. Click Submit. No ads can now show in the area.
  9. Click Apply to site.
    It can take up to an hour for the new settings to be applied.

When looking at the preview, it doesn't show the ads on the top of the page. They only show up there when I go to the live site.

Yes, on April 21: 

Good news!
Your site "livestreamhints.com" is now ready to show AdSense ads.

And yesterday it was showing ads (including in the top that overran the page header). Today it's not showing anything (I did turn off "in page" ads yesterday for a while, and then turned it back on, but haven't seen any ads on the page since yesterday sometime).

Yes, it is a new site, and not many posts (still working on initial content, and haven't really advertised it outside a few friends and family for initial feedback).

OK, I have ads again. And it seems (so far) they're not showing in the wordpress menu section. I'll update again (or open a new topic, since no one seems to be replying to this one) if it becomes a problem again.
