I've been running my F-15C flight simulator website for 20 years.  The site is located here: https://www.f15sim.com

I recently became eligible for monetization on my YouTube channel, so I decided to finally try placing an ad on my main project site.

I'm struggling to understand why I keep failing "review".  None of the vague reasons they list really apply to my site - I'm never given a specific "<exact issue> needs to be resolved" as to why I keep getting rejected.

My site covers a project involving the /only/ F-15C fuselage section in civilian hands, anywhere in the world.  How is this not unique? 

The site has a ton of content - going back 20 years!

It's reasonably well organized and while not updated frequently, the project is still moving forward.

Now I'm told that I can't ask for another review until May 21st.

My site is on the first page of results when searching Google for "f15 simulator".  It's literally the FIRST result on other search engines.

Can someone please find a human being to review my site, or at least give me a specific reason as to why I'm repeatedly being told that my site doesn't meet some vague, poorly defined requirement?

Your site certainly seems unique and has a lot of content.
 
However, you've only written three posts in the past three years - and that's a big problem, as they're looking for sites that are regularly updated.  You haven't written ANY new posts since September last year, and they want at least a reasonable number within the past six months.  They don't say how many - with a site as extensive and well-established as yours, just half a dozen or so might be sufficient... possibly even fewer. But with none at all, they will assume the site isn't going to be updated, so it's unlikely to get a large number of visitors.

My server logs tell me I get between 3000 and 10000 hits per day, so there's certainly plenty of traffic going to the site.  It's not "I'm being Slashdotted!" level of traffic, but it's far from being ignored.

Your idea is plausible, but I'm really after a definitive answer from someone at Google - beyond "because reasons".

There are no Google staff in this forum, we are AdSense publishers. No one can give you a definitive answer, all we can do is make suggestions based on our experience.
 
I also note your site is not mobile-friendly, which is a usability issue. AdSense doesn't specifically prohibit sites that are not mobile-friendly, however usability issues are covered by Webmaster Guidelines which form part of the AdSense terms.
