Hi,
 My Admob account was temporarily placed for limited ads serving 3-4 times. After that ads were disabled for address verification. Today I have verified the address by submitting the PIN that I received. After submitting the PIN ads were visible on one of my devices for few minutes. Now, ads are not loading on any device. There is no requests in Admob reports. Not even for the ads that I saw after verifying the address. There are no policy violations in Admob policy center. I have not made any changes to the codes. The mediation ads that I created (my own campaigns) in case of no Ads are served too are not being shown.
 What is the problem? Why ads are not loading?

There can be several reasons from your Ad placement to traffic. Remember AdMob works well on Organic traffic.
 
First, Please check the source of Traffic in Analytics of your app. If your majority of the traffic is from Direct or Social the that can also be the reason.

Continue to build your content and audience while we assess your site traffic. Also, make sure you’re complying with the AdMob policies and restrictions

Ad serving on your account is currently being limited due to invalid traffic concerns. We’ll automatically review and update this limit as we continue to monitor your traffic.

There are no policy violations in the policy center. There is no implementation issue. It gives Error code 3 as response. What should we do?

This means that if I run google adword, this doesn't mean organic traffics? I spent money to run ads to get traffics and now it is limited.
