Simplified verification process for ad technology providers

As part of Google’s commitment to complying with the General Data Protection Regulation (GDPR), we provide publishers with controls to select which ad technology providers are allowed to serve and measure ads in the European Economic Area (EEA) and the UK, to support ad delivery, ad measurement, and other functions. All providers listed in the list of ad technology providers have provided extensive information required for compliance with GDPR and our EU User Consent Policy.

Ad technology companies who have registered or plan to register as “Vendor” within the IAB’s Transparency & Consent Framework (TCF) v2.2, but haven’t registered as ad technology providers with Google will not be able to serve ads using Google services until they do so. Google scans for policy and consent approvals at the domain level. Without domain information, Google cannot perform these scans and we will block any “unknown” domains or unrecognized vendors who don’t appear on Google’s Ad technology providers list for the EEA or UK.

We’ve created a new simplified verification process to allow these ad technology companies to provide the minimum amount of information needed to continue serving and measuring ads on Google’s non-certified platforms within the European Economic Area (EEA) and the UK.

Information requested for verification

To complete the simplified verification process, provide the following information about the ad technology company:

  • Legal name: Used to add the company to Google’s list of ad technology providers.
  • Contact information: Used to contact the company, if the need arises.
  • The company’s IAB TCF v2.2 GVL ID: Used to confirm that the ad technology company is appropriately registered with the IAB TCF v2.2 and that we can support them based on the company’s specific type of registration.
  • Privacy policy URL: Include the GDPR-related URL if it’s different from the privacy policy URL.
  • Platforms Program policy acceptance: You will need to confirm that you accept the Platforms program policies. Google has stricter policy restrictions, such as not allowing fingerprinting, that exceed the standards of the IAB TCF v2.2. The Platforms program policy framework represents the lightest policy environment required to work with Google. We recognize that the Platforms program policy may not appropriately apply to some ad technology providers depending upon the purpose and functionality of their technology.
  • Principal functionality of technology: An explanation of how the company’s ad technology functions and the intended goal of this functionality. Used to understand how the Platform program policies apply to this technology and why the ad technology company should be eligible for the simplified verification process rather than the full verification process.
  • Domains: The domains an ad technology company uses to provide their services. Used to confirm an ad technology company’s status. Should include information about what domains they serve from to allow us to detect them in scans. Include all domains associated with the ad technology company, including subdomains. We reject unknown vendor domains.

To apply for certification using the simplified verification process, complete and submit the “Google 3rd Party Ad Technology Provider Certification request” form. It may take up to two weeks to process the form.
