Create a US state regulations message

Applicable to the following US states:
  • California
  • Virginia
  • Connecticut
  • Colorado
  • Utah
After you add your sites to Ad Manager, complete the following steps to create the US state regulations message that you want to display to the eligible site visitors.
Ensure you've added the Google Publisher Tags (GPT) ad tag to your site to enable it to gather consent.
  1. Sign in to Google Ad Manager.
  2. Click Privacy & messaging.
  3. Create a new message. On the US state regulations message type card:

    • Click Create if this is your first US state regulations message.
    • Click Manage if you've previously created a US state regulations message. Then, click Create message.
  4. Select the sites in which this message will be displayed:
    1. Click Select sites.
    2. Select the desired sites.
    3. Click Confirm
  5. Select the default language in which this message will be displayed. You can choose from English or Spanish.
  6. In the "Message name" field, enter a descriptive message name that will help you identify the message later. The name is shown only in the Privacy & messaging page and won't be visible to users.
  7. (Optional) Edit and format the message to match your editorial and visual standards.
  8. When you’re ready, click Publish. Or, click Save draft to save a draft of the message and exit the message builder without publishing.
US state regulations messages don't support Accelerated Mobile Pages (AMP). If you turn on this feature, it will display a message on your site, but it won't show a message on the AMP version of your site.

US state regulations message settings

The following settings are available for US state regulations messages within Privacy & messaging:

  • Restrict data processing: Choose whether you want to show personalized ads or non-personalized ads to eligible users in the applicable US states.
    This setting will apply to users in California, Virginia, Colorado, Connecticut, and Utah, USA.
  • Select ad partners: Select the ad partners (formerly "ad technology providers") you want to use to serve ads to eligible users in the applicable US states.
  • Manage restricted data processing via ad requests: You can restrict data processing at an ad request level if you don’t want to restrict data processing across your account.
