@ All,
For most (if not all) of Google's free Products (e.g., Gmail, YouTube, Hangouts, etc.), Google doesn't provide a direct way to contact them from a phone, email or chat without being a [1] Google One (One) customer.
It is also unlikely that Google will contact you and going in person to a Google building will also not help.
If anyone offers a phone number, email, or chat for a free product, it is a scam.

I suggest that you talk to better informed police, but for any information about a Google Account that you can not get directly, then some type of court order will be needed.
There is not a workaround for this and is not a guarantee that Google will have or give you that information.

If "all my networks" are being hacked over again, then it's extremely likely that the computer/device you are using themselves have viruses and malware. Or you are allowing people to access such devices and they are compromising you. It isn't always strangers that do such things. We often see cases where your brother/sister/husband/wife or work/school/social group "friends" are the cause.
In the past several decades, only a few of my friends have ever been hacked- and we figured out in their cases that it was their kids that were causing the exposure.
Myself, going on 30 years without ever being hacked. Even though I use my computer/devices worldwide often.
