How can I get ahold of Google customer service over the phone in regards to a refund that is NEEDED?

I made a purchase through the Google play store and I was under the assumption that this would be a one-time purchase only, however shortly after finding out this was a subscription that I was paying for and to top it off the product was far below the standard of what I was expecting. I would like a refund as soon as possible because never again will I even use this application not to mention the distain I had after reading the terms of service I don't even think I should put into words what I truly think in the name of common decency and true tolerance.

Use Dispute, report, or cancel a payment in Google Pay if needed.
 
 
 
Please describe the problem, where necessary, clearly and concisely.  Without that, you may be ignored.
 
Understand Google charges on your bank statement  for an explanation.   You can also discuss disputed charges with your Bank, and/or Credit Card provider.
