Intrusive Pop-up Ads may or may not be coming from Google. Legit ads should have an i in a circle or i in a triangle icon that you can tap for more info.
It might help to know if the ads appear when running a specific app, and what the ads look like. If the ads are only appearing when certain apps are running, even in the background, it may be that these apps are responsible for these pop-up ads.
You could also try rebooting in safe mode. That restarts the device running only the apps that came with the device.

As a last resort, if you can not pin down which apps are responsible for these intrusive ads, it's recommended you do a full reset of your device, so that only the original apps are installed. You should make sure that all your data is fully backed up when doing this, and that you know your password, and have verified your account recovery info is current: https://support.google.com/accounts/answer/183723

Then you can start reinstalling your apps, noting if the intrusive ads return, which apps were most recently installed, as they are likely to be what is forcing the ads on you.
