Attempting to create Workspace / G-Suite acct for cultpdx.com

We are trying to setup Google Workspace via Dreamhost (our hosting company) but no matter what email I use as the admin/primary (@cultpdx.com) it is rejected with this message: 

"The primary email address you have entered is already in use on a Google account, please select a different address..."

Even a brand new email address gets the same error, which can't be true, since I just created the address. 

Every help doc I've found so far says something like: "your domain is already associated with an AdWords account or Workspace account" or "resolve conflicting account" but none of our google accounts seem to have anything to do with Workspace, none have active AdWords service under this domain. Other than using our company emails as recovery addresses we can't find anything that would be conflicting. 

The domain IS being monitored by my Google Analytics login, but this isn't mentioned anywhere as a source of conflict.

 Any advice?

Hi Toby,

The frustration is understandable, but all the participants on this forum are volunteers and they donate their time to assist others. Google doesn't directly participate in this forum, however some volunteers do have access to Google reps via the PE program.

This forum gets a huge number of posts and requests for help and sometimes details are missed, overlooked or misinterpreted. Based on the information provided, Lanny has correctly pointed out your situation maybe a conflicting account situation, which is the context of the  articles he has linked.

The other possibility is a conflicting domain.
 
Where you wish to setup a new Google Workspace instance, but get the error Domain in use, you can use this form to remove the previous account to make way for your new account.

Google Account already exists' error
If you receive an error message (such as, "Google Account already exists") as you're trying to set up your first Google administrator account, it means that the email address is already associated with another Google service (such as an AdWords account). This is called a conflict account, and you will need to use a different email address to set up an administrator account and verify your domain for your Google service.
Follow these steps to work around the conflicting account during sign up:
  1. Sign up for your Google service with a new username at your domain.
    • You should have access to this email address at your domain. Make sure that it isn't already associated with an AdWords or another Google Account.
  2. After you sign up for your Google service, you will receive a confirmation email. Click the link in the email to set up your first administrator account. Enter the new username from step 1 as the initial administrator.
  3. Follow the sign up directions to verify your domain.
  4. After you've verified your domain, you can create an administrator account using the original email address (where you received the error message) and remove admin privileges from the first Google administrator you set up.
  5. You can now add additional users and manage your domain.
After you've set up your domain, we recommend you resolve your conflicting account.

and  I do not work for  Google  I'm a Volunteer on this forum.
