As an administrator, you can allow certain users to approve YouTube content. If you use Classroom, you can allow verified Classroom teachers to approve YouTube content. After a video or channel is approved, it's available to all signed-in users in your organization.
Approvers have unrestricted YouTube access. They can play any video and read comments. You can always review and remove approved videos and channels in the Google Admin console.
Add approvers by organizational unit or group
Before you begin: To apply the setting for certain users, put their accounts in an organizational unit (to set by department) or a configuration group (to set for users across or within departments).

Sign in to your Google Admin console.
Sign in using your administrator account (does not end in @gmail.com).

In the Admin console, go to Menu

YouTube.
- Click Content settings
Setup.
- To apply the setting to everyone, leave the top organizational unit selected. Otherwise, select a child organizational unit or a configuration group.
- Check the Signed in users in your organization can only watch restricted and approved videos box
click Save.
- Next to Content settings, click Collapse
- Click Permissions.
- Select Can approve videos.
- Click Save. If you configured an organizational unit or group, you might be able to either Inherit or Override a parent organizational unit, or Unset a group.

- Click Content Settings
Special approvers.
- Check the Verified Google Classroom teachers can approve videos box.
- Click Save.
