The new YouTube Music app is separate from Google Play Music. If you already have Play Music, you can still access all of your purchased music, uploads (including cloud lockers) and playlists through Google Play Music (just like always).

Eventually we do plan to replace Google Play Music with YouTube Music but not before we support key features you love, like these:
  • Uploading your personal collection (music locker)
  • Playing local MP3s on Android
  • Importing your Google Play Music library and music preferences to YouTube Music
We’ll also provide plenty of notice before anything changes with Google Play Music!

Note: If you have a Google Play Music subscription then you also have a Music Premium subscription automatically. So you can explore Music Premium and take advantage of all the great features, like the new app, desktop experience and the offline mixtape.

If I have a play music subscription, and now subscribe to YouTube premium, will I incur both costs?

Thanks for reaching out! 
A Google Play Music subscription is included in your YouTube Premium subscription, you should not be charged for both. Just make sure that you sign up / upgrade from the same account and don't create a brand new membership. For example, if you sign up for a membership (like Google Play Music) on one billing platform (android/web) and a second membership (YouTube Premium) on a different billing platform (iOS) then you would have two separate memberships. If you accidentally do this, the app should prompt you to cancel one of the memberships. So, I had GPM subscription and signed up to YouTube Premium but both were showing as being charged separately, so I've cancelled my GPM subscription. Does this mean that I will still have access to GPM with my YouTube Premium subscription? Asking because my Google Home needs a GPM account to be able to stream music, as it can't play music from YouTube without casting to another ChromeCast! Thanks

@Ben, Yes! With a YouTube Premium membership, you will automatically have access to YouTube Music and Google Play Music. 
You can use YouTube Music with your Google Home device too if you are located in the US or Australia. You just need to set YouTube Music as your default for Google Home

What about Podcasts? I assume those be transferred when Youtube Music replaces Google Play Music as well? Also, what is the replacement timeline? 6 months? a year? longer?

@Erika, YouTube Music will not have podcasts in the near future. Today, you can enjoy podcasts in Google Play Music and through Google Search on Android and the Google Assistant. We also encourage you to try out the new Google Podcasts app for Android devices

I'm also sad to hear google play and youtube music wont have in app support for podcasts. I initially switched from Spotify because it has this added feature.... I'd prefer to have my music and podcast app together rather than separate.

+1 for exporting liked songs from GPM to YouTube music (even though I understand the libraries are different, so songs might be different or not exist on YouTube music).
