Does it work in a different browser? Did you try changing your proxy settings?

I'm having the same problem, I don't know what it is. It's happening for all websites save for the following
Facebook, Youtube, and google products. I've tried using internet explorer to see if it chrome, but i think it might be the PC itself, and I don't want that to happen. I done everything I can think of from troubleshooter and even restarting/updating my PC. I wish there was something to do about it!

Same issue both chrome and IE can't access the youtube , in   WIN10; but other devices in the same wireless environment don't have this problem.
My solution is update my DNS to the google: 8.8.8.8 or 8.8.8.4, the issues is fixed. Good Luck!

What is the point of replying when people can't help each other? Even though i'm having the same problem after my facebook account was hacked.

Sometimes when using Chrome, to view or watch you tube it has happen to me. Google Chrome will not\work. Use Windows Internet explorer to reload Chrome. But delete the Chrome with control panel. And then reload  after it has been removed. Load it using Internet Explorer, not Google
and it should work. That happen to me one time..
