Recover deleted channel

I am working with another account that has had the YouTube channel deleted. This was only a few hours ago, and after a quick search I have found reference to a page to send a "Request to restore a recently deleted YouTube channel" (http://www.replayscience.com/blog/how-to-restore-a-deleted-youtube-account/) when I actually try that I end up with a page "I have deleted my YouTube channel" (https://support.google.com/youtube/answer/6208606?visit_id=1-636234028209954528-1323506906&rd=1) which seems to contradict the other information.

Unfortunately I can't find a date on the first link, but it would seem as though there has been a change in policy. Is there really no way to recover a deleted channel? This would seem odd when you can recover a complete Google account including the YouTube channel. I can't see an obvious technical reason why a channel can't be restored within a reasonable period after deletion, especially if a whole Google account can be - in some cases it would almost seem worth deleting the whole account and asking for a restore of that in case it would restore the YouTube account as well!

Surely I am missing something somewhere. The content can be put back, but comments, etc. are lost. It would seem as much in Google's interest as the channel owner's to be able to restore this information and help a channel build rather than forcing it to start again if a channel has been deleted. If an account has been accessed and a channel deleted by someone other than the owner is all really lost?

The first article must have been written 2 years ago , according to the comments below it .

Recovering a deleted channel depends on WHERE it has been deleted .
If deleted on the Youtube side  ( in the Youtube settings ) , then this action is permanent .
If deleted on the Google account side ( meaning the whole Google account was deleted ) then there is indeed a very short amount of time in which it can be restored .

it rather sounds as you still have acces to the Google account , so the deletion must have been done on the Youtube side , and this is permanent .
