How many days does Google takes to index backlinks ?

Well the report have never been reliable. Its kinda showing a "sample" of links.
Not all known links are even shown. So Google may know about and indexed it, but it doesnt show in the report.
Indexing pages is also not guaranteed, a page may or may not be indexed, and even if it is it can be a long time after the page was techically created or updated.
... assuming Google knows about the link, it can be between weeks, months, or even never that it shows up in the report in console.

Because Google crawls billions and billions and billions of pages every day prioritizing discovery of new and most valuable content.
As such, new high quality links are discovered rather quickly.

it is unlikely that truly high quality links would not be discovered quickly by Google

Well maybe in a ideal world Google would index every page (and hence every link), but in practice it doesnt manage it, some pages remain unindexed.
