I have seen a very large number of Discovered - currently not indexed and Crawled - currently not indexed pages on my search console.  We have about 20,000 product pages and many ( 100's ) are being indexed.  The trend shows a slow reduction over the past few months and no reduction in a few weeks.  When I submit an example page for indexing Google indexes it quickly no problem.  I have no way of bulk requesting.  They are all listed in my sitemap.  Here is an example:

Be weary of what the console is saying. It might be incorrect or at least wildly out of date. 
My own console is saying 'Last Updated: 4/8/19', - so not updated in over 2 weeks.

When I inspect the individual examples listed, they confirm that the page is not indexed.  Even with live testing.  So seems like they are indeed not indexed.

What could cause this?  They may be indexed on different search console properties (I have them set up for http, https, www. etc.  But the pages all point to the correct canonical URL.  Does google decline to index everything for large sites?  We also have tag index pages which can amount to a large sitemap.

To be honest never seen a site, anything beyond the most trivial (ie a few tens of pags), completely indexed
Just being listed in a sitemap is not enough to encourage Googel to index a page! Its prtty picky!
Looking for those terms (ignoring what looks like exact part number), shows lots of similar pages areadly indexed
Google might struggle to be 'bothered' to index every single variation.

Ok, very helpful.  Do you think it would be helpful to turn off sitemaps for misc tags, which push the total found links number very high?  Maybe Google would prioritize actual product pages.

Also, would it be helpful to submit a sitemap with exclusively missing pages?
