Doubts about Service schema

Here's my questions:

1) Even if "Service" type is accepted by Google Structured Data Testing Tool, it is not listed within supported structured data type list available at https://developers.google.com/search/reference/overview?hl=en
So, does Google officially support "Service" type or not?

2) According to their respective official pages:
- https://schema.org/Product
  Any offered product or service. For example: a pair of shoes; a concert ticket; the rental of a car; a haircut; or an episode of a TV show streamed online.

- https://schema.org/Service
  A service provided by an organization, e.g. delivery service, print services, etc.

So, why does "Service" exist if we can use "Product" to describe ANY service too?

3) Can we receive a penalization by Google if we use "Product" type to describe services too?

Well Google doesn't seem to have a specific function or product that uses 'Service' data explicitly. 
 
... so there is nothing really to 'support'. They generally only interested in reading structured data that they have a 'use' for. 
 
 
So, why does "Service" exist if we can use "Product" to describe ANY service too?
 
Thats a question for schema.org. Note that technically schmea.org is separate to Google. (although tyey are major 'stakeholder'. 
 
Schema.org tries to create a vocabulary for a wide of range of things as possible, so that if a use is found there is 'already' an agreed framework to work from.  But much of it can stil effectively 'unused' until an actively 'consumer' of the data comes along. 
 
 
For Google specificlally, look at
see if your proposed use for the type fits with Googles. For example
Add markup to your product pages so Google can provide detailed product information in rich Search results — including Google Images. Users can see price, availability, and review ratings right on Search results.
 
If your page, doesnt really fit vision of products, then propbably best not to use it. But you can just use it, and Google will just ignore what it doesnt want to use.
