Large-scale SEO spam network scraping my site, cloaking content, and redirecting - HELP?

I'm a small business owner dealing with a massive SEO spam operation that’s been scraping my website’s content, images, and name across a huge network of sites. I originally filed around 20 DMCA takedown requests after I found some weird links when I was searching for some of my own stuff on google. I thought it was just a few cases (like 20) but those were just the ones ranking for my business name in quotes..

I’ve now found over 800 links from 20ish sites so far today. I didn't even know how to do this before this morning, and I've manually copied them into a spreadsheet since I don't know python to do some sort of automatic version. About half are direct content theft (often mixed with other stolen material), and the rest seem to be auto-generated spam pages that mention me, cross-link content, or embed my images.

For example, "Is my Tree Dangerous? Part ! - (My Company Name)" linked to close to twenty sites, some with 5-10 independent variations of links for the same title. But when you click, it all just jumps to pafeplantscenter.com.. which is apparently a scam site ripping of pafeplants.com - read about it on reddit and instagram after trying to figure out who it was doing this. But it's ranking for my search terms, they've copied a bunch of content and images. I'ma. small local tree care company, I have no idea how to handle this. 

I've manually copied everything into a spreadsheet, but I don’t have the capacity to track it all, and the scale is overwhelming. There are baseball leagues from Arizona, random pages from Italy, a place from Ghana, a doctors office from Australia? I'm at a loss.

I've tried submitting spam reports through Google Search Console, but I don’t know how to properly report this in bulk or whether my takedown requests will be enough. Since this is a network, what’s the best way to escalate this? I need help figuring out how to report this effectively before it gets worse. I've been plugging away like, 5 urls that I could find every once in awhile before this but I had NO IDEA how many it is and I definitely don't have it all found.
