When you only have web performance data available, you see just the performance link, like in your first screenshot. This property will not have sufficient appearance in Discover / news to show data in those reports, so it's just not shown.
The second one has enough data to show Discover report, so the link changes to show the two different reports.
Nothing broken, nothing to fix.
