Manual Action Detected

We have a section on the website for brands to promote.

Nofollow attribute is already implemented on these articles which falls under brand category.

Still we got manual action: Site Reputation Abuse for this category.

How to fix that?

Really hard to say anything more unless you can share your site.

But in short, it seems it's not about links to external sites on the pages, it's the pages themselves, so perhaps they're very close to low guest posts, or other things that might be considered using the reputation of your site to rank for things you're not really relevant for.

If you mean that brands can add / edit these, it could well be that they were using them to try and leverage this, and kinda fits the bill of something without your (meaning the site, the publisher) editorial oversight.

Are we offering different layouts or styles for content for the Brands and Promote section besides adding "sponsored"?

No we did not provide any different layout or styles.

First check your domain on Virustotal and Sucuri utility. If the detects is not found on your pages, check all external links on your website. Then scan your website files with antivirus. If these efforts are not enough, consult an SEO expert.
