Hi,
 my Search Console keeps giving me this error when I submit my sitemap. "your sitemap appears to be an html page. please use a supported sitemap format instead.". I have deleted and resubmitted the sitemap multiple times. It's been about a week since originally submitting. Here is a link to my sitemap https://carrollparts.com/sitemap.xml

still the error is given. Please advise

If your intent is to have the site reside at https:// then you'll need to correctly put that in place with your 301 redirects.  Right now if we use  https://httpstatus.io/ (tick "Canonical domain check") we see this...
 
That's a really confusing set of temporary redirects, with no root location actually returning 200 (so live).
 
If we use Apple as an example (they favour https://www instead of https:// - but it's the same idea) we see this...
 
 
So 'normally' you pick the variant you want and then 301 redirect the other three to it.  That's then your desktop site and if you have mobile pages you detect that there and redirect accordingly.
 
Right now your https:// variant goes to  https://carrollparts.com/login?ReturnUrl=%2F which I suspect is confusing everything and preventing Google understanding your intent.
 
You'd typically set this using your Server's control panel, possibly in you website creation software or by using a .htaccess (Linux/Apache) or web.config (Windows) file in the site root.
 
If we then look at your site's performance (at https://web.dev/measure/) we see this...
 
 
 
15/100 is really not ideal and, as you can see above, results in a time to interactive for a typical 3G mobile (which is what the test simulates) of nearly 19 seconds. The site also fails to respond (probably due to all the confusion over redirects) for over a second. In the 'real world', no one is going to want to wait for a site that behaves like that and Google know this. Given that well over 50% of all searches are done via mobile, this is certainly something you need to address.
 
The underlying issue to take on board here, is the effect this can have on the bot.  To explain further... as the site slows down, with a time-limited crawl budget, not all the resources necessarily load (typically the CSS fails) and the bot then starts to log seemingly random errors (caused by the 'car crash' of undefined no-CSS layout) or worse case, just gets bored of waiting and gives up.  
 
Ultimately, if you don't address this, it becomes a vicious circle, as the bot decides the site is not worth looking at so regularly, crawls less and your ratings decline.  Conversely, if the site responds quickly, the crawl rate will increase.
 
So... run an audit on your page(s) and then click on "view report" as I've ringed.  You'll then get a breakdown of what the test thinks needs some work and some guidance on what you could do to fix some of it.  Try to get green everywhere (it's not too hard for all bar performance).  Don't sweat trying to get perfection, but you don't want to be red for sure.

what URL did you check the status on? When I perform a check on the httpstatus.io I get something that looks similar to Apples but only shows the 302 istead of 301. See photo.
also, where do you see https://carrollparts.com getting redirected to the login?

When I fetch the sitemap url as Googlebot with a spoofing tool, then it 302 redirects to a login page and that is html. That is why you get this error.
