No way this webpage has a bad page experience.

Google deems this page -  https://www.hyperoffice.com/access-database-online/ - and 93 similar pages to have a bad experience. I have PAINSTAKINGLY spent 2 months on EVERY best practice to get it to a near perfect 100% performance score. 

Whenever I run lighthouse, it gives me a 100% score. Just when I thought things were on the right track, Google face pied me with showing the above page, and many of my other pages as having LCP issues! Is it any good doing anything? Should I just give up? What is the use?

Thank you for such a detailed and thoughtful answer John. A few comments:
  • As you have noticed, the loading on mobile is blazingly fast, and the fixes were applied well before 28 days ago. And the performance warnings have appeared in Search Console just today. This makes it doubly frustrating. I do realize that there might be a difference in lab data and real world data, but to have a 100% score in the lab data, and to fail in real world data is hard to swallow
  • I already serve my images as <picture>
  • Our traffic mainly comes from USA, which is why I have not looked at a CDN. Apart from that, I have gone totally overboard in my optimization
    • inline css
    • Serving images in next gen formats
    • Sizing images
    • Switching to a new host which supports http/2 and has much better server response
    • totally avoiding libraries like BootStrap
    • keeping JS libraries to a bare minimum - Google Analytics, and ultra light live chat which loads after 5 seconds. 
  •  Ironically, Google's own properties score poorly on CWV - fi.google.com (68%), https://www.google.com/intl/en_in/drive/ (70%) AND Google's own tools (Analytics) have a negative performance impact. I am quite dejected and it makes no sense to me.

John, again, I deeply appreciate the time you've put into replying to my post. This could easily be a tutorial on extreme optimization :).

Our traffic suddenly crashed right around the time CVW became relevant (May-June 2021), which is why we even undertook the effort to optimize. My earlier thesis was, if you do everything right from a visitor perspective - reasonable load times, a good page experience, natural SEO tactics (content marketing) - then everything would be right by Google. Apparently, that is not the case :)

After all the effort you've put in, it seems almost mean (!) to say that I very much doubt the issues you had (that caused you to rework the site) were CWV related, but, as it wasn't rolled out till well into the middle of June (it was much delayed) and significantly into July, it seems a tad unlikely to me.
 
As I touched on above, CWV is only a factor for mobile (and a small one at that)
Specifically... Page experience ranking signals, based on Core Web Vitals, are applied globally on all browsers on mobile devices.
 
With that in mind an examination of when the downturn occurred in relation to which device type, (+new in GSC) might be interesting. If the sudden drop was related to those browsing the site exclusively via mobile, then CWV could be a factor, otherwise, not so much.
 
That all said, general site performance has been a ranking factor since 2018 for Mobile (2010 for desktop), so it certainly hasn't been time wasted (but I'm sure you'd expect us to agree there !) ;-).
