We are building a large portal on Vue with over 100 million pages.
Tried submitting our sitemap to Google search but all of our pages are excluded due to redirect.
There is no redirect on the page. We have even used third-party systems to verify it. 

We would greatly appreciate some help as the team is on the verge of going insane ))

Are you sure you don't have any sort of location based redirect? 
 
Appear to have a state code in the URL, do yo perhaps try to redirect the user to the right location? 
 
So you are redirecting Googlebot to the state where its IP is registered (probably CA?) 
 
Remember Google DOES follow javascript based redirects!
 
 
You can also try the Live Test in the console, it will blindly follow redirects, but can look at the 'view tested page' to see the content from the destination. Might give clues to where Google was redirected.

We don't have any redirects on the page.
CA is just part of the "route".

Interestingly, pages that Googlebot found on its own are indexed fine. 
It is just the URLs in the sitemap that are causing issues even though they exactly match the URLs in the browser.

As OptimistPrime says, without good internal linking you are going to struggle (sitemap or not).  You also have to remember that the Googlebot is primarily doing a text parse of the content.  

The general SEO opinion about this is that, in order of importance, it looks at <title>, then <h1> and then the on-page content, in order to assess if the page is a good match for the searcher's enquiry.

I just picked a random page and ran it through a text-only SEO bot simulator.  Clearly this software (or indeed anyone outside of Google)  doesn't know for sure what the bot does or doesn't glean from any page, but I'm not sure what anyone would get from this page texturally...

Additionally, no way Google is going to crawl 100 million pages on a new site with or without a crawl path.
Google may only crawl pages in the dozens until the site is more well established.
 
Crawl will increase roughly along with consumer demand. 
So I would focus on making sure the first 100 or so pages are very strong before worrying about city level pages.
