Cannot change the site address. .BY domains are not recognized as a root level domain

We've changed BELProm.net to Deal.by (.BY is a Belarus national domain zone)
But I cannot change it in the Change of address tool, there is no Deal.by in the list, however it is added and verified by me.
I suppose that it is due to the error I get in

Change of address
Setting is restricted to root level domains only
Looks like some validator cannot verify deal.by as a root level domain, however it is.
Please also check it for Kazakhstan national domains (.KZ), we are going to move another our domain to that zone in the future.

Problem still persist, is it the right place to submit bugs in Webmaster tools?

Hi Mykola,

The "change of address" feature may not be available to all domains, dependent on a variety of factors. If it's not available for your domains, you can still implement the tried and true method of letting search engines and site visitors know that your site has moved...using a 301 redirect.

sure I did 301 redirections and read very useful Moving your Site article
But I asked specific questions about specific domains, belprom.net and deal.by and want to hear why it is not possible to use the feature to move from first to the second domain.
Can you please disclose what do you mean by "variety of factors" regarding my case, cause now it looks like a bug in the interface.

Only some domains are currently able to use the "change of address" feature. If deal.by is not listed in the "Select a verified site.." drop down menu on the "change of address" page, then that means the deal.by domain is not currently supported.

You can also go to the "change of address" page for deal.by to determine if it's supported or not. If you see the message "Setting is restricted to root level domains only" then it's not currently supported. I've informed the Webmaster Tools team that this message should be updated to help clarify this situation.
You can't clarify why international domains aren't allowed for this service?
We have http://bug.gd and it won't allow us to Change of Address that root domain to http://www.errorhelp.com. It provides the "Setting is restricted to root level domains only" -- why is that when bug.gd is a root domain?

Please, revise the list of domains that are prohibited for changing as root domains.
I'm trying to move from domain in kiev.ua zone to com.ua.
There is the possibility to change the address for com.ua domains but not for regional ukraine domains like kiev.ua, dp.ua, od.ua, etc that have same absolutely status and level as com.ua.
So, please, add as allowed root domains the regional public domain *.kiev.ua
