Google search quality is getting worse and worse - many spammers servers are not blocked!

I've read the FAQs and searched the help center. 
My URL is: 3dwebdesign.org

My first question is: Why Google search quality is getting worse and worse? 

The FAQ: many spammers with really many servers are not blocked in Google results! 
Case one: All our website was scraped (not once, many times!), translated in russian (or not translated in some cases, posted directly in bulgarian) and uploaded on some domains - for example now is uploaded on bywap.ru. Note that this is for Google quality site! Website have google pagerank 2!!!
Most of spammers are all hosted on servers of Hetzner Online AG. Some info about  Hetzner Online AG (just read comments):

But Google don't know about this.

Other case: again stolen content without our permission: all website navigator-bg.com is spam with scraped and mixed content. And again google pagerank 2

These two examples are only two from about ten that i found only in last three days :(   I'm tired of looking for them:(

So, my main question is:  Why i must search and search every time for evidence and must send to google web spam reports and filling many forms, than wait some weeks. Google say that Google 's alghorithm is intelligent.  Really???  I don't think that.

May be is really time to contact your main engineer Matt Cutts and to say them that all of your web spam alghorithm improvements not work. And may be is time to be integrated Google's "perfect alghorithm" with most of best spam detecting services like mywot, stopforumspam, akismet and others...

To like spam? Of cross no, i have more than 3000 email spam filters in my cpanel :(

Just received this from Google:

 I already checked in google's serp - urls are removed - very fast.

In Google works very stupid people who can not distinguish 100% copied content. This article was written on December 6, 2011, by Pano Kontogiannis and and published in blog7.org. Spammer site like www. navigator-bg. com copied and publish the same article in 100% in 24/07/2013 without have my permission. In DMCA report who I'm send to google spam team they answer me this bullshit "We have received your attached DMCA notice, however we need additional information from you in order to continue investigating. For the URL you've provided, please identify the exact content that you claim infringes upon your copyright."

100% of article but stupid google don't understand it.
